The Cleveland VA Regional Office serves Ohio's 1.1 million veterans and their dependents in compensation, original pension, and vocation rehabilitation and employment benefits. The Cleveland Regional Loan Center serves the States of Ohio, Michigan, Indiana, Pennsylvania, New Jersey, and Delaware in administering VA's Home Loan Program. The Cleveland VA Regional Office also houses VA's Tiger Team, a special claims processing unit that expedites high priority compensation claims from throughout the nation.
The Regional Office also maintains outbased staff in offices in Columbus, Cincinnati and several VA Medical Centers to provide benefits counseling and vocational rehabilitation services to eligible veterans throughout the state.
The Regional Office employs a staff of approximately 400 federal workers. It is the seventh largest Regional Office in the United States, with an annual operating budget of over $30 million.
The Regional Office's Veterans Service Center adjudicates applications for disability compensation, pension and survivors' benefits. Veterans Service Representatives (VSRs) man a toll-free telephone number available from 8:30 a.m. to 4:00 p.m. Monday through Friday to answer callers' questions concerning benefits and claims pending within the office. VSRs also refer callers to other sources of assistance if the inquiries are beyond the scope of VA benefits.
The Regional Loan Center is divided among the following areas: Loan Production, Loan Servicing, Construction and Valuation, and Specially Adapted Housing. Loan Production reviews loan application packages, issues loan guarantees, and trains lenders. Loan Servicing assists veterans who are having difficulty maintaining their VA Home Loan payments. Construction and Valuation is responsible for establishing values for VA properties used as security for VA loans. Specially Adapted Housing assists eligible disabled veterans in using VA grants to modify their current home (or build a new home) to meet their special needs.
The Vocational Rehabilitation and Employment (VR&E) Division's primary benefits program is vocational rehabilitation services for veterans who have a service-connected disability. The outcome of these services lead to suitable employment that is consistent with their aptitudes and interests, or achieving independence in their daily living.
VR&E also provides Educational and Vocational Counseling for eligible service members, veterans, and veterans' dependents. The outcome of this counseling is assistance in the selection of an educational or vocational goal and/or assistance in the selection of training institutions where this goal may be pursued. Additionally the VR&E program provides educational and training benefits for certain dependent children who have the disease of spina bifida as a result of a veteran-parent's service in the Vietnam Theater.
The Tiger Team expedites resolution of VBA claims for veterans over age 70 and claims pending over one year. Plans to implement the Tiger Team began in July 2001, and the team became operational in November 2001. The Tiger Team's goal fluctuates each month, but is never less than the completion of 1,380 claims per month. Through the end of September 2006, the Tiger Team has completed over 80,000 claims. The Tiger Team is responsible for developing needed evidence, preparing rating decisions, and processing award actions.
